  • Summary The question at issue between Great Britain and the United States concerning the Panama tolls relates exclusively to the interpretation of a treaty. The United States has asserted a construction of that treaty. A statute has been enacted by Congress and approved by the President. That statute assumes that United States vessels of a certain class may be allowed to pass free through the canal, while foreign ships are charged tolls.
